About Climate Smart Community Program Climate Smart Communities (CSC) is a New York State program that helps local governments take action to reduce greenhouse gas emissions and adapt to a changing climate. The program offers technical assistance, grants, and recognition for municipal governments that are prioritizing climate action. The Village of Portville is a registered CSC community (as of April 21, 2023), and we are working towards certification! Certification will help the Village stand out in our region for sustainability as well as open the door for more grant opportunities.
